Jurisdiction & Classification Request (JCR)

Purpose

  • Jurisdiction & Classification is required for goods being exported from or imported into the US by Northrop Grumman
    • Export Control Classification (ECCN or USML Category) is required for exporting items
    • Customs Classification (HTS and Schedule B) are required for exporting or importing items
  • The Jurisdiction and Classification Request (JCR) Form is required in order to request these reviews be performed by export and import management.
  • Triggers to initiate a JCR include but are not limited to:
    • New product development in R&D
    • Design phase of a product
    • Modification of an existing product or commercial product for military end-use
    • Developing options, i.e., enhancements, to existing equipment
    • Upgrades or enhancements through repairs or retrofits
    • Acquisition of a new product-line or technology
    • Export/import of an existing commodity not previously exported/imported or reviewed for jurisdiction/classification
    • Hiring of a non-U.S. person
    • Export of a service or technical data related to a commodity
    • A request from the customer for the jurisdiction/classification
    • Regulatory change
    • The following off-shore activities: procurement, manufacturing arrangements, and distribution arrangements
    • Manufacture of defense and commercial articles on a single production line
    • Part verification inquiries received by a government entity

Create or Copy an existing JCR


Prior to initiating a JCR, check the EEMS product master for an existing
classification.

  • Copy an existing JCR. Input the Request Email, hit Submit, and choose "Copy" from the table.

Check Status of an existing JCR

You would want to check the status of an Existing JCR because:

  1. You have not yet received an email from the system indicating a decision
  2. Your JCR was returned for re-work and you want to retrieve and submit it

To check the status of a specific request, input the request ID of that specific JCR

Modify an Existing Product Classification Request

You can view or modify the details of a pending JCR any time by entering your request ID and request email

If a reviewer returns your request, look over the reason for the return and modify the JCR appropriately in order to ensure proper approval.

You can search all the pending Classifications that are still under review in your sector. This will assure that multiple requests get submitted.
